I agree my sample was small, but it was "reasonably" random and unbiased. It does not tell me anything with certainty, but it tells me there could be a problem. As far as comparing on estimate to another estimate, well they are both just that, estimates.
Mathematically, an estimated incidence of possibly 15% is still 750% bigger than an estimated incidence of 2%.
