While extreme bans on tethering are probably unreasonable, the idea of restriction isn't totally without merit. But, how do you set limits and enforce??

My thoughts too. A dog tethered at a campground in the shade with owners and water/food present is not being abused. It is being restrained per cg rules.
On the other hand I do think that vague laws cause more problems than they solve because you get the fanatics who think any kind of restraint is cruel when it is not and who run around the cgs playing tattle tale when there is no cause for concern.
Common sense and proper owner supervision of the pets should be promoted.
