I doubt the OP can present any documentation to support his statements. While the county I live in does not have any anti-tethering ordinances, adjacent counties do. I support them, because they have time limits, requirements of providing water and shade, and the owner present. All of this makes sense to me.
Not tethering a dog where it could run in front of a car, find a poisonous snake, or find any other peril is, in my opinion, cruel.
