LE can enter your property (with a warrant, unless there is an exigent circumstance) for any report of an abused animal, child, dependant adult, or any other violation of law. ACOs already recieve MANY complaints, which must then be investigated, of abused dogs as relates to tethering.
Tethering bans restrict tethering dogs unattended and for long periods. In CA, you can tether a dog for 2 hours a day, as I recall. Untold thousands of dogs in this country live miserable lives, sitting on the ends of chains until their collars grow into their necks, while flies chew their ears to pieces. They are exposed to other incoming animals and people and are vastly more likely to be involved in serious bite incidents as well. Animal control often responds to complaints about tethered dogs by saying there is nothing they can do. Hence, there is a movement to end the practice of using chains as a way to essentially store and ignore dogs in this country.
RVers should not ever be leaving dogs tethered unattended, period. So that's that.
People who want to have dogs need to either have a fence to contain them, or have them primarily in the house. That includes sled dogs. There is nothing about a sled dog that makes it "designed" to live tied up 24/7 and restricted to a few feet of space. Have a lot of dogs? Build kennels. Can't afford it? Get a cheaper hobby.
Using a drag would not qualify as a tether anywhere I've seen, most laws refer to "fixed objects."
As Ghandi said, the moral progress of a nation can be measured in the way it treats its animals.... and this nation has a LONG way to go. Stopping people from leaving their dogs chained to a tree their entire lives is a small step in the right direction.
Your dogs, Rock, live in your RV with you. They are protected from the elements, fenced and supervised when outside. Why would you not want that for other dogs? Why are you more concerned with protecting the "right" of others to abuse and neglect their dogs, rather than protecting dogs from being treated like garbage left in a yard somewhere? I really just do not get it.
