I have seen, smelled, medicated, killed the maggot infestation, and helped to rehab a couple of dogs that had collars imbedded into their necks from being "tethered" 24/7/365 and outgrew those collars. I have also fostered a couple of dogs with issues due to being tied out and ignored.
There is... without a doubt.... a HUGE difference in tethering a dog at a campsite or RV park while the owner(s) is outside with it and the kind of mistreatment/neglect that comes with just tying a dog out in the yard for days/weeks/months/years. I'm pretty sure everyone here - including the ASPCA and law enforcement- is smart enough to know the difference Rock.... well maybe not. :R
How do we keep this kind of neglect/abuse from happening? That is a great question with no easy answers but something needs to be done for the dogs left tied out in backyards everywhere. To me, the ASCPA (if true) is just trying to begin a process of stopping this sort of nastiness from happening...
