Barking dogs left alone all day

On our last trip: There was a PUP with a screen room. No one was there and they had a dog that was chained to the steps. He got the chain wrapped around the corner post of the screen room. He wrapped it so tight that he had about an inch of chain and had to lay down, half in/half out of the bottom of the screen room. No water, hot day.
We had just pulled in, we heard him barking but were busy setting up. Mind you, there was a lot of people already there. Once we got the minimum set-up completed, I went to see what was up with this poor dog. Found him, untangled him, got him water, and put a BIG note duct taped to the windshield of the car. Duct tape on a windshield on a hot day might be a problem, but that poor dog had a bigger problem. They never left that dog alone, again while we there.
