recommend flying into BWI as opposed to Dulles. Smaller airports are easier to deal with when traveling with pets; the drive to Harrisburg is easier from BWI than Dulles.
I don't know where you got she's flying into Dulles (maybe I just missed something) but wouldn't it be better to fly directly to Harrisburg?
