Re heartworm, your vet in NY may not be using the same protocol for cats as those in TX might. We are in an endemic heartworm area, but few choose to do heartworm preventive with cats. They don't seem to be as susceptible as dogs and often the heartworm disease does not progress like it does in dogs. Arizona has very low incidence of HW.
If your cats are kept inside and you don't have lots of mosquitoes in the RV, you have a very low risk. We take Henry with us and don't do HW preventive even when heading south.
As far as fleas, prevention would probably be a good idea and that is something your vet in NY could discuss with and help you with.
