No, the article says that the dog is infected, although hopefully not too ill.
The current test for covid-19 is based upon real time PCR; this test looks for DNA from the virus. This test does not determine if the virus is or has caused an infection; an antibody test (like a titer test) would be used to determine an infection caused by the virus. An antibody test for covid-19 has not been released; this type of test would be needed for vaccine development.

The first antibody test was demonstrated by a team at the Wuhan Institute of Virology on 17 February 2020. On 25 February, a team from Duke–NUS Medical School in Singapore announced another antibody test for COVID-19 that can provide a result within a few days.
