If you read the article there is still conflicting information from the government sources and experts as to if the dog is actually infected.
As far as an antibody test, I am not surprised that one is capable of identifying antibodies. One could be developed in a matter of weeks. I would be surprised if either of the test in the Wikipedia quote have been validated for use in clinical diagnosis. There is a huge difference in effort and time between functional (ie for research use only) and proven reliable for human diagnosis (reported sensitivity and selectivity. Rates of false positive and negative test results).
