There are different conditions being discussed here:
Infected = clinical symptoms (fever, coughing, etc) and there are antibodies present against the virus
Infected and asymptotic = no clinical symptoms but there are antibodies
Not infected = no clinical symptoms, no antibodies, virus could be detected via PCR
