I think the only answer to that is that these people have to be caught fairly often then there has to be a significant consequence such as a fine or being expelled from the campground. I'm not sure that you confronting them will help but I'm all for it. Be prepared for some beligerance, which I once experienced. Here's another one for you. This summer, caught a guy allowing his dog to lap water from the water faucet. When I said, you know that's where people get their drinking water, he said. Oh I thought that was just for dishes.
