I always have my small camera in my shirt pocket for such occasions!
When I see a dog and owner stop so the dog can poop, I will take a picture.
If the owner walks away I will say "Excuse me. but you left something for someone else to step in"
If the person tells me to buzz off, I just walk away and end up in the office with said picture and site number the person went to.
