You should voice your concern to your local campground management. I guarantee you, everyone who responds to your post will say, "I clean up after my dog... but the other guy does not .... the other guy is a real jerk!"
I also guarantee you, no one on these forums will say, "Hey dude! You're talking about me! I'll let my dog "go" when and where he want's and I can leave it if I want ... mind your own business!" I guarantee NO ONE on these forums will admit to doing that! No one!
So, I'll start. Yes, we clean up after our dog and discard the little blue bag ourselves every time. And ... except for a very few occasions, almost every park we've been to in 20 years, fellow campers do the same. It sounds like you're at a really weird park. Talk to management and raise your concerns.
