Is she trained to go on cue? Do you take her out on leash to go?
For puppies I think it's best to leash them and walk them out, then keep them on leash until they go. Then they can play. This is something I had to do with Pen. He's very prone to going out and running around and not peeing... until he gets inside. Not related to the weather, he's just like a little kid, would rather play than pee. Then we'd go inside and a couple of minutes later there would be a puddle... until I got him figured out.
I started leashing him to go out and while everyone else ran around, we'd stand there until he performed. As soon as he did, the leash came off and he could play. Once he made the connection that pee=freedom, he would do his duty pretty quickly and I added the "go potty" bit from there. He's still relatively slow compared to the other dogs, but he does get the job done.
It's likely that if you condition in going potty on leash and on cue, you can get her to go when it's raining. Especially if she's just been crated for a few hours and really has to go.
It is possible to create a set-up that allows for indoor or rain-sheltered potty areas, of course. But I really think that having a dog that "can't" go out in the rain and pee could become an issue some day when that set-up isn't available. I'd do something like that only after I got to the point where she will go with encouragement.
