when you've got more dogs than you have people, then it becomes very difficult.
I also think you have to know when to throw in the towel. Proper dog ownership is not guaranteed simply because you have acquired a dog. Some people are just not mentally equipped to own a dog. Just as some people are never able to become competent drivers, parents, cooks, guitar players, etc. It's a wise person that knows their limitations.
