Mystery solved
I would have to change the Collies water two to three times a day because of dirt and grass. My new Collie Cooper was taking his paw and raking the top of the water before he took a drink.

My Aussie Ike was the worst, when young - I finally built a water bucket with a grid barrier on it, because he would stand and "dig" in the water with his front feet, trying to splash it on himself. I finally bought him a kiddie pool to splash in....LOL!

Our Kaiya likes to dunk her tennis ball in her water. It's not slobbery enough after chasing it for hours :B.

I suggest checking the paw for a problem .
