The owner of the dog that came to our site and growled at my wife saw her dog to that, never put her dog on a leash and never apologized for the incident. As a matter of fact when we were walking around in the campground she would not even look at us when she meet us. So again its like bob213 stated, bad owners not bad dog.
So you just 'assumed' that nothing would be done. That the folks were incapable of acting or not up to the job.
