This is a tragic incident. The officer, while negligent, probably doesn't deserve criminal charges. Remember, an element of a crime is intent. However, this does open up a serious question. What does Bennetsville, SC, a city of just 6.2 square miles and a population of a little over 9000 need with a dog? These small town police agencies do not have the resources to hire and train highly qualified individuals. High liability and low returning investments do not belong with small agencies.

I see it where we live - never a recorded case of an actual bomb attack be we not only have a dedicated bomb squad but an actual ROBOT to investigate suspicious packages!
