Since legally, dogs are considered property (unless there are specific statutes covering manslaughter of a K-9 officer) there are few charges that can be brought in this case; perhaps animal neglect and/or destruction of public property. The department has taken one very important step; the officer has been banned from the K-9 unit.
Personally, I think the officer should be required to reimburse the department for the costs of a fully trained K-9 unit (dog purchase, dog training, and officer/handler training) so that the K-9 team can be replaced, in addition to being banned from the K-9 unit.
