Dogs and humans do not have the same legal standing; death of a human is legally not the same as destruction of property (death of a dog).
Until society is ready to give dogs the same legal standing as humans (a huge can of worms) equal punishment is not provided for under the law no matter what our emotional attachment is to our dogs.
