He took an oath to serve and protect, his duty was to enforce the law and not be above it. His job should automatically put him as a being of higher ethical standards, to be an example for the people he is sworn to serve.
Fact is, a man left a dog in a car and the dog died. That alone should be enough to warrant charges.
But because he is an officer of the law, and broke a law he was sworn to uphold, he should be punished more severely to set an example to the people he serves.
