The local humane society has declined comment until the investigation if finished.
I think it prudent to wait until all the facts are in, equipment failure, negligence or stupidity.
We all may have different opinions on status of the dog, but many municipalities have different designations for police dogs, much more aligned with status of human officers than "just" dogs.
