The problem with this thinking is that the dogs ARE living creatures regardless of their designation as pet or breeding pair, and as such demand a responsibility by the owner. This not only includes ensuring proper medical care, dietary needs, and a clean environment, but also ensuring that they are not over-bred, neglected, nor subject to unnecessary psychological distress.
These people are dumping the dogs on others because they are too cheap/uncaring to 1) determine the health problem; and 2) ensure that the female dog does not continue to go through traumatic stillbirths.
If they actually thought of these dogs as anything other than a get rich quick scheme, they would at the very least neuter the dogs before rehoming them.
