I think Cesar, The Dog Whisperer, has a video about training pups from working breeds. It might even be online. I remember him putting a young dog in a kind of harness that held a couple of water bottles. Not real heavy, but to make the dog feel the weight and know she was "working." It wouldn't be hard at all to make that kind of harness or vest. I'm sure there are lots of tips out there.
