So, simply stay away from Tybee Island, as we do. Plenty of other beaches that are both dog-friendly, and clean. Spend some time on the beaches of St. Augustine -- they're ALL dog-friendly (with the exception of Anastasia State Park), and they're clean as can be. We have found the vast majority of dog-owners to be very responsible. As for the glass issues, that can happen anywhere irresponsible people gather, and has nothing whatsoever to a beach being dog-friendly or not. Yes, there are plenty of other places to go to avoid rule-ridden locations.
