Mex's cost restriction is pretty much going to rule out new laptops, Right now is a good time to be looking, lots of sales for Christmas.. But even that I doubt you will be able to buy new for under $200..
Best I have seen is Target stores has a HP Notebook with A8 Quad core AMD processor, 1 TB HD, DVD writer, 4GB memory and Win10 and it is $259.99. Might be able to find one without DVD writer for a bit less if you search around.
$120 price point might be doable in the factory refurb area, that is where I would start looking.
Never mind. I was thinking of something else.
