A Wise Laptop Buy For A High School Student?
He begged me to find a good USA value for a 10"-11" laptop for a niece. Down here private schools require a laptop for high school students. And money is an issue. He has about $120 dollars to spend.....

A Chromebook would work if it met the OP's original qualifications: large hard drive, whoops not that one. And lots of RAM, whoops not that one either.
And in order for a Chromebook to work well, you have to have reliable internet access. The OP has commented several times about the lack of reasonable internet, so maybe a Chromebook is not the best solution.
I also agree that a $120 laptop with the listed qualifications is not going to be easy to find, basically impossible without looking at used.
