Schools love Chromebooks because they are inexpensive, Windows doesn't have to be dealt with, etc. Being just a web browser as you say is a feature and with today's migration to cloud based applications and widespread Internet access a web browser is all you need except for a diminishing set of applications.
I just bought my wife one because it is much better for non-tech types and does what most need to do. She only uses her laptop occasionally and when she does Windows always has a set of updates to install that makes it very slow just when she needs it.
So for the OP, it depends on what the schools there really need students to have. I have a feeling a Chromebook might work just fine unless they are way behind the curve south of the border.
