There are a ton of programs for your computer, as well as apps for your smartphone that can do it. Among them iPhoto, Lightroom, Photoshop, Aperture, Pixelmator, GIMP, just to name a few. If you have a Mac, go to the App Store, and get one of the free or 99 cent apps that can edit photos.
