The sad fact is that there is no way to prevent hacking so long as a system is connected to the Net. Even the NSA gets hacked. It's more a matter of when than if? Could very well be a vulnerability on Ebay side, maybe even a type of account spoofing, but I'd also check on your end to be safe.
Have you accessed this Ebay/PayPal account from the same computer since the accounts have been hacked? If that's the case, stop doing so until you have thoroughly scanned your systems to make sure malware is not preset, such a rootkit keyloggers which could be transmitting the account data back to hackers.
Also review how you are connecting to the Net? Make sure you are using the most secure methods.
