I'll throw in a plug for the GIMP. Very powerful and if your are used to PS, there is a learning curve, everything you need is there and pretty much works the same, its all just in different places. One draw back is that if you use a lot of plugins, not all are comparable.
You say you shoot RAW? Lightroom 5.x is excellent and can be purchased separate (not part of the subscription offerings). Lightroom and Adobe Camera RAW in PS CS 6 are identical.
