In Chrome; go to "Settings" and scroll to bottom of page, then click "Advanced".
The next window down the page is "Privacy and Security". Look down that page and click on "Content Settings".
Look down that page for and click on "Popups"
Click on "Blocked" (the recommended setting).
Settings > Advanced > Content Settings > Popups > Blocked
This will seriously block popups. One should realize that not all popups need blocking. Some financial sites use popup windows and you will be locked out of some features. The Chrome "Allow" setting will provide a means to allow specific sites to use popup windows.
