Let me rephrase my question this way. Without ICloud storage(which I plan to pursue) if someone has ITunes on the computer and the HD crashes, can they just reinstall the ITunes software on a new HD and sync with the IPhone ? In other words does the IPhone store all the data/info to reestablish ITunes data as it previously was on the computer?
The best I can do on that question is this. If you have not backed up your iPhone to the iCloud and your PC goes south, when you resort your PC to operating condition you can reload iTunes and restore any purchases that you have made from apple on your Apple account. If you had music that you had imported into iTunes, you will have to re-import it. iTunes will not know of any photos or videos that where created on the iPhone. You will need to resync the iPhone to iTunes for this to occur.
There are some things about syncing an existing iPhone to a newly installed iTunes that I am not really up on and can cause some unwanted problems. Again, I strongly urge you to ask these questions on the apple support forums.
