It wouldn't be hard to build a plug-in/toolbar/add-on that could spot most of the ad content in a page and remove it before the browser built the display. If you made it public, you'd spend a lot of time fending off the ad folks - they are often really aggressive types willing to go very near the edges of the law to get you to see their content.
