It doesn't matter what Garmin sells it for (MSRP) or any other seller. It matters only if CW's regular price wasn't offered for the required length of time. Where they are "headquartered" also doesn't matter. If those requirements were not met and the sale was in California it's a violation. What is your state's position? Are you advocating that CW can't set its own price? But must sell at MSRP or at a discounter's price?
