I don't care what CW's selling price is. What's important is how they represent the "regular" price. It's not "retailer's choice." It's highly regulated by both federal and state laws and also manufacturer and retailer reseller agreements.
"Local Market Adjustment" has become a way of life for Automobile dealers with high demand/low supply vehicles. My local Porsche dealer practically laughed in my face when I wanted to pre-order the newly redesigned Cayenne at sticker price. They told me, maybe the advanced order list will be thinned out by the 2020 model year and I could make that deal then. If I want the 2018, $5000.00 over sticker will get me on the list, $10,000 over will get me on the guaranteed to get one this year list.
On a much smaller price level, the Subway Sandwich shop near one of my park's has a sign saying they do not participate in national promotions and sales. I know the owners and they actually get those signs from Subway Corporate, the implication being the corporate office knows the advertised price is not going to be honored everywhere. If you want total price control by law, I suggest you try Venezuela, I understand it is working well there.
