This is my typical experience, but then I have been setting my dish up for years. Just be precise leveling the tripod and aiming the azimuth which I can do in a minute and I have seen a signal without any tweaking. I use a bubble level and a old boy scout compass from a long time ago what still is very accurate. Yes, tweaking is usually required, but having a signal immediately makes the whole process very quick. All it takes is a bit of practice.
