I asked two of the reps and they said yes they are on 119. With All American I had east/west coast feeds not locals so I guess that is why they were on 119.
Oh, I never meant to sound like I blamed Dish I was wanting them to tell me what I was doing wrong. Fortunatley for me you guys just did it.
