Thats because the DNS feeds you were buying were not local, so they were handled differently. True locals are spot beamed, often from a different satellite than used for the most popular network direct feeds.
There are also areas of the country with no locals from satellite providers. It takes cooperation and exchange of money between the local stations and satellite TV provider, they don't always work out a mutually satisfactory deal.
Rules are different for direct satellite vs cable, where rule is "must carry, must pay" for most cable franchises.
