You're probably getting that message from MS as they've begun to restrict downloads to retail purchased versions only. Not OEM pre-installed versions, which generally come with some form of restore capabilities. Useless, in your circumstances.
Unfortunate, as you used to be able to "side" download all versions of Windows 7(except Starter) install .iso files from Microsoft Store Digital River site, now deactivated. In fact, you really just needed to download either WIN 7 Pro or Ultimate, and could make any other WIN 7 version of install DVD if needed. It's just a matter of telling the configuration file which version to install. Which is what I had to do to create a WIN 7 Starter disc to reinstall on my laptop, as apparently, MS provides Starter install discs only to OEM manufacturers, not for retail customers.
You may have to do a clean re-install of WIN 7, so need to backup your exiting data and manually reinstall all your programs. You can probably find an HP WIN 7 DVD install only disc on EBAY fairly cheap. Use your license key on the laptop.
