Can't switch PC from Spanish to English

I've acquired an HP notebook with Spanish version of Windows 7 installed. I have gone to the control panel and clicked Region and Language then changed language to English (actually it says Ingles) wherever I can find it. Doesn't work even after reboots. BIOS says English.

I've tried downloading the English language pack but Windows says I already have it and won't download it. I've deleted Espanol from the language dropdown. Doesn't change.

I've missed something. Any ideas what it might be?

Out of desperation, I might delete Ingles and try to download it again.
  • What version of Windows 7 are you running? I believe only Ultimate can change WIN 7 system language. You'll need to reinstall WIN 7 with an English version if you have the license key code sticker on the notebook?

    You can try to download Windows 7 from Microsoft at www.microsoft.com/en-us/software-recovery. Or you can borrow a Windows 7 DVD from someone running the same version, but will need to use your own key code to install.
