Cell phone outages reported in Knoxville, TN, Kentucky

It sounds like a wire-line provider issue, Though I'm surprised if all wireless cariers are using wire to pass the traffic..

Another possible issue is intentional interference.. It is possible to knock out cell phones over an area. how wide an area is determined by how much you spend on hardware.
