That's why I left Verizon. My truly unlimited data plan kept getting managed to unusable speeds. Sometimes at very low usage numbers.
It's not double speak as you say. If you're in an area that's overloading the cell tower, you're speed is going to be reduced. They're just covering themselves with that statement. I haven't heard user complaining on the FMCA forums so far and I'm sure if they weren't happy, I would have.
I had Spring cell service for several years and have since tried T-Mobile and Verizon. Having dealt with AT&T so called customer support, I'm not going to give them a chance. I have way too much trouble with strong Asian accents to go through that again. In my personal opinion, there's not much difference in any of them and none of them are worth the money they charge.
