Cell Phone plan with truly unlimited data - no metering

Many cell phone plans I know of boast of "unlimited" data, but I've run into exceptions for hot spot use and metered rates after certain limits. Are there any plans that are truly unlimited and OK ...

No user favors optimization/throttling
Including Me
But please Note
It's unlimited data per month aka all you can Eat depending on traffic aka How Busy the network is
It is NOT unlimited data speed
They don't guarantee you will have high speed for every byte of data used,,
They really should label it as something like open access to the internet
