even if the data did not go to the cell tower and back
the PHONE reported it to verizon as internet WIFI data used
the phone is a wifi access hotspot to the internet
NOT a system router between devices
it does not create a closed network
there MIGHT be apps available, IDK, i have not looked into this
but, maybe i can find info for future reference
