No need to use your phone in this equation. If the Chromecast and PC are connected to the same WiFi hotspot (which is not your phone) you can cast directly from PC to CC.
In my case the phone is my WiFi hot spot. I have 10 GB of data, which is normally an abundance, even if I want to watch a few Netflix movies.
For me the solution is easy for videos stored on my PC. All I need to do is go back to the wired HDMI connection between the pc and the tv. I have a 15' HDMI cable I have used in the past. It even has the advantage of allowing me to use the pc as my DVD player, which I couldn't do with the Chromecast. The Chromecast seems to be doubling up by upfeeding the video and then downfeeding.
