I have a Canon Cloud printer at home and yes it needs internet access to print via the Cloud, in my case with all Android devices its Google Drive.
I don't have a true stand alone internet router I use one of my phones as a hot spot and the printer attaches to that quite nicely so I can print directly from any phone or tablet in the house, without sending a document to Google Drive (Cloud).
The document to be printed goes directly to the printer so there is no data charges as there would be if going via the internet.
