Win 10 will certainly let you put in shortcuts, choose a home page, and add a toolbar.
I think you really mean that you are having trouble doing these things with the new Edge browser which is the default in Windows 10. It can still do those things, it's just not as obvious how to do them.
You don't have to use the Edge browser, Internet Explorer is still there for you to use if that's your preference (look through the Start menu for it or search for it with Cortana). You could also install a 3rd party browser such as FireFox or Chrome. I personally use FireFox on all of my Win 10 computers.
