throttling does not stop web surfing and email use, but will impact streaming video, so even if speed is throttled (and it hasn't been Yet) you can still set there on the PC on facebook all day and keep using them megabytes
Not true.
Email is possible when throttled, but netsurfing, while theoretically possible, is so slow as to be unfeasible. You'd have to figure out how to disable your web browser's timeout feature , because it might take hours to load one simple, text-based web page.
